10/22/03 Olympic Medical Center

Those present: Shaine Schramling, Angie Graff, Norma Turner, Cynthia Martin, Rachel Anderson, Nita Quan, Florence Bucierka, Jane Shefler, Ida Carroll, Fiona Hert (if you are not on list but you were at meeting, please email me - I forgot to write down who was there and so am doing it now 2 weeks later for memory).

Review of 10/13 with Bea Kelleigh – She requested we make a donation in her name instead of an honorarium – Shaine passed along Getting School Ready Kit and posters and booklets. Cynthia talked about KEYS interest to do a similar event in Clallam County. Norma – define clearly what it is you want to do, then Kathleen doesn’t need to know about the system. If there is a plan, then recruits, and gets others to come help plan event.

Update on Clallam County Community Network – Reluctant for first meeting on November 10. Question marks if they will lose part of their identity. Norma talked about really going out of our way to welcome others and that we’re excited. Hadn’t felt genuine enthusiasm about the meeting. Norma will email Port Gamble Tribe but not likely for November 10 meeting.

Nita – Children’s Trust Fund and WCPCAN are putting together project for License Plates (Lynn Keenan).

PW Meeting 4:00. Business will be completed by 4:45 p.m. Speakers will be between 4:45 and 5:30. Lynn Keenan, Karen Meyer and then Rachel Anderson. Network begins at 5:30 p.m.

Update on 501c3 application – Jane: haven’t done much. She and Florence and Nancy Martin met and went through application and divided up portions. Decided not to reinvent the wheel and county has most of data the feds want. Florence will do it. Jane met with Charlie McClain – a lot of these answers can be simpler than what our response is.

Financial Report – Profit and Loss Statement for the year that shows every check. Showing net income of almost $4,000. We have a balance of $8300. All bills from forum has finally been paid. Cynthia asked about extending more to literacy committee – Ann Brewer. Could we get her to buy in more to Prevention Works – if we invite her to come as chair of literacy committee. Cynthia will talk with Ann about coming to next meeting. Jane talked about centralized information and it does help prevent redundancy.

November Board Meeting – November 26 – Keeping it same

Nita – OMC and First Step applying for Healthy Start program. Requesting endorsement for federal programs. Joyce Cardinal helped work on it – Healthy Start – federal program that funds home visiting programs for at-risk parents with children 0-2. Difference with this program, health based program – look at maternal depression – make sure all moms are screened. Attachment based work, i.e. – help kids and parents get well attached. Use federal dollars to augment what local community has – work with maternal child health program, First Steps. What they’ve already been trying to do. What makes you eligible is that you have infant mortality rate 1 ½ times the rate as the federal rate – makes most places not eligible. County not eligible, but can look at sub-populations and that will make your county eligible. Stacy Neff from Health Dept. with Native American tribes, 3 year period – Fed Rate 5.5 per 1000 babies born. Native American rate in Clallam County was 16.5 per 1000. Kids in Tribal Communities who are most at risk. Plan is twofold: 1) do extended home visiting up to age 2 and 2) train community health workers especially within the tribe in all kinds of maternal child health issues. Target younger tribal members who are natural helpers, mentors. Job to be trained with idea that they could be paraprofessional health workers. Fiona asked about time frame – grant is due December 1. In her communications with Bureau Head – very eager for us to apply – have wanted to fund someone in our area for some time. Have applied to United Way for grantwriter – probably have Mary Jacobs assist. Begin July 1, 2004 if funded. $900,000 over 4 years with chance of renewal for another 4 years. If you can get in the first round, better chance of getting in second round. Opens a lot of doors for other programs and opportunities. Just finishing out Rural Health Grant Federal, is positive – want to continue to invest where they’ve invested before. Fiona – Workforce Development Council – Olympic Consortium – health care promotion. Health Care Alliance out of Bremerton – working on Health Care Careers Camp – for teenagers to get into health care profession. Also look at offering course for non-professionals in medical terminology. Nita has talked with Cecile about the grant and she has been encouraging about getting to the younger folks. Birth Links statistics – breaks it by Native American – going to try to look at which tribe that more deaths were centered in. Other population that qualified – teen parents between 15 and 17 during that time period. Can also serve other folks within that target population.  Health Care Alliance Friday. Cynthia moved that PW support this effort as advisory. Chris Jimmicum – MSS Makah Tribe, Marian Birch – Infant Mental Health, Consulting Psych for Quilute. Kathy Madera – nurse practitioner for Quileute.

OMC Update on Smoke-Free Families National Program Office

Committee Chairs Changing – Rock N Roll – Jody Jacobsen has resigned. Susan Hillgren and Fiona are going to talk about reactivating Rock N Roll. Fiona is looking for someone to take on parent ed. More natural fit for her.

Committee Reports

Home Visiting – Summit November 14 – last few details. “The Elephant in our Living Room” – Are we missing it. Registration form and seat time stipend have been sent out and are on the web site.

·        Sending letter and request to Foundation for Early Learning – would cover Home Visiting, Parent Education, Evening with John Medina, Grantwriting workshop. Requested fairly even split between all 4 – match – Health and Human Services, OMC, Registrations, Prevention Works. Have $625 should we get 50 registrants. HHS will have cash match of $850. Total budget is $3650. Won’t know if we have funds for seat stipends.

·        Registration fee is $25.

·        Nita also applied to WCPCAN for $500

Norma brought up again getting budgets form committees

Thank you for submitting a Brief Proposal to Smoke-Free Families National Program Office. We received 151 brief proposals in response to our Call for Proposals and 45 were selected  to submit full proposals. 

We are sorry to inform you that we are not requesting a full application from your organization. Although we are not able to provide a critique of your brief proposal due to the large number of responses we received, we hope that this does not deter you from moving forward in your work to improve smoking cessation among pregnant women.

We thank you for the considerable time and thought that went into your letter and for your continuing commitment to research on smoking cessation among pregnant women.
