8/27/03 Olympic Medical Center

Those attending were Cynthia Martin, Florence Bucierka, Norma Turner, Angie Graff, Jennifer Charles, Jim Borte, John Vincent, Pam Arnott and Jane Shefler. 

Angie called the meeting to order at 8:03 a.m.

Community Network – Norma reported that the Community Network is interested in working together but wanted to be reminded of the date, place and time.  Norma sent them the information.  Hopefully they can attend the meeting on September 8 to talk about what they do.  Fiona was going to invite the Jamestown S’Klallam Tribe to come to the program.  Angie added that she spoke with Sue Hines from the Lower Elwha Tribe about getting involved again. 

Financial – Jane reported that things are back to normal with the accounts.  We currently have $9,200, $2,800 in a CD and the rest in cash.  Thanks a lot in part to the generosity of the County ($200 grant from the Division of Alcohol and Substance Abuse to pay for the “Parents Who Care” Facilitator Training catering bill) and a $1,500 sponsorship for the Forum from the Community Network.  The only issue still out is the Peninsula Daily News, we may owe them $1,000.  We received a bill from them for $1,000 then received a bill with a $1,000 credit.  Since then we have received another bill for $1,000 but sent it back saying thank you for the credit and haven’t heard from them since.  We ended up netting from the Forum $4,700 ($5,000 came from DASA).  Profit and Loss Detail sheets were distributed.

Community Readiness Survey – Florence reported that Clallam County Health & Human Services got a small grant from the Division of Alcohol and Substance Abuse to do this Community Readiness Survey conducted by the Minnesota Institute of Public Health.  It is the only survey that any of us knew about that asked adults about their perceptions about what was going on with youth, substance abuse and prevention.  They do a pre-notification letter, survey and a reminder postcard.  The survey went out last week to 600 random Clallam County residents with a $3 incentive.  The results will be available by the beginning of October, at the latest.  Florence and the coordinator of the project will be doing a presentation at the Washington State Prevention Summit.  A technical paper was published in a Journal called Evaluation.  They kept testing the questions in Minnesota to check the validity and fidelity. 

Communities That Care Project – Angie, Norma and Jane are not able to make the big commitment to be on the community board.  Jim and Florence are already on under other hats and are willing to take on the Prevention Works! hat as well. 

Washington State Prevention Summit – Florence reported that in the past we have had a number of people go.  This year the summit will be October 23-25 at the Yakima Convention Center.  There is some money available in the Drug Free Communities Grant to help support people going.  If anyone is interested in attending, please contact Florence.  The commissioners were awarded an Exemplary Award for community involvement, the only commissioners ever awarded.  Two years ago Norma was honored as a volunteer and the coalition was honored as a coalition that year. 

3rd State Meth Conference – Jim reported that this year’s conference will be September 15-17 in Vancouver at the Red Lion at the Quay.  There will be a workshop taking about the Meth Action Team in Clallam County, how we got organized and some of the project we are working on.  This year’s conference will bring in a couple of speakers but will focus on what communities are doing, the nuts and bolts of the Meth issue.  If anyone is interested in attending, please contact Jim.

Program Committee Report – Cynthia reported they had a good meeting.  The theme will be “Pieces of the Prevention Puzzle”.  The following is a list of possible presentations to look forward to at upcoming meetings.

We also talked about the possibility of doing an evening meeting sometime in March, April or May and asking John Medina to come back and speak a little bit more in depth on what he is doing.

Committee Reports/Update

Home Visiting – Pam reported that the next Home Visiting Committee meeting will be on September 8.  The priority of the committee is to make some final decisions about the Home Visiting Summit.  The Summit will be held on November 13 or 14 and the speaker will be Patti Bland.  Head Start already had a conference scheduled that week so we may do them together and Patti would be one of their all day workshops.  The advantages being that we would be able to network and be able to get more acquainted with the folks at Head Start who are also active in home visiting issues and the disadvantages are the location and time issues and constraints.  Thurston County also wants her to come down and do a training that same week so we would split travel expenses.  Since the Rural Health Grant is gone it was recommended that we do a proposal to the Foundation for Early Learning for funds.

KEYS (5-10) – Cynthia reported that KEYS needs a shot in the arm.  Elna will be gone quite a bit and has so many commitments to the school board that she has trouble doing it.  Kathleen has been coming which is great but quite frankly the membership needs to go on a campaign to increase their membership.  What John is doing in bringing the school people in, if we had more school people we would have more people in KEYS.  They talked about trying to set up what they are doing in Seattle on Transitioning into Kindergarten.  Which would be an incredible valuable asset to the community but will take some money to do it.  Shaine is working on a committee in Bellevue that is setting up one of these Transitioning into Kindergarten groups.  She is learning how and should be helpful if KEYS proceeds with the process. 

Membership – John said that the membership list from Shaine was very helpful.  He wanted to know how zealous he should get to bring in members and has there ever been a packet put together for recruitment.  Jennifer will send a sample membership packet to John.  Angie said that short of breaking the law to be zealous.  John asked now with the changes, what do we want from the members or what do we offer them.  People are going to ask what do you want me to do or what do you expect from me?  Answer – The reason we want them is to have them come and get continually educated on what’s going on in prevention so they can talk to their friends and neighbor because that’s our best way of educating the community.  If they come to the meetings and learn about what’s going on they may find what niche fits them and become active on a committee.

Parenting Education/Child Care – Fiona was not able to come to the meeting but there should be a meeting soon since there hasn’t been one for a long time.

Strategic Planning – Norma reported that the committee has been working with Jane on the 501c3 status.  Jane reminded Norma that they were going to review the financial procedures now that we are a 501c3 and look at where our vulnerabilities lie.  Norma motioned and it was unanimously seconded to have Jane check into the cost of Adobe.  Ok to buy if it costs no more than $70.

Publicity – Jim said he had nothing to report. 

Rock N Roll – Jody was on vacation but she has been exchanging emails with Susan Armstrong about taking over as coordinator of Rock N Roll.  Susan sounds very interested.

2004 Calendar of Prevention and Treatment Training and Awareness Events – Florence reported that DASA is preparing a 2004 calendar and they would like to have photos and one-page success stories which may include such key elements as testimonials, biographies of clients and program staff or program outcomes.  Send completed drafts, photos and backup materials, by September 30, or questions to Deb Schnellman · Program Manager · Division of Alcohol and Substance Abuse · P.O. Robert Wood Johnson Foundation Grant – Pam reported that thanks to Florence and Rachel Anderson for their help the Olympic Medical Center submitted a 6-page pre- proposal as the Grantee for a $250,000 grant for working with pregnant/post-partum/parenting women for smoking cessation.
