Executive Committee 9/26/02

 Nita Quan, Fiona Hert, Shaine Schramling, Jane Shefler, Jody Jacobsen, Susan Kirsch, Angie Graff, Ida Carroll

Jane called the meeting to order – wanted to talk about meeting times. Would another morning be better? We are proposing a change to 4th Tuesday of each month at 8:15 a.m.

Strategic Planning

Norma who is head of Strategic Planning Committee – she wanted it to be known that she expressed agreement with Jim Borte’s email of continuing to progress with 501 c3. Jennifer Zaccardo said what we need to do is change our governing structure – Policy vs. Bylaws. Jane has created non-profit oganizations, has set of non-profit by-laws. Jane passed around notebook with bylaws vs. policy. It was felt that we there was a lot of interest in 501 c 3 and biggest worry was competition for funding and if we could resolve that, there would be a lot of positives. Would like Strategic Planning committee look at having language in place before we begin application process. 

Ida asked if goal is to be 501 c 3. Jane explained that this has been ongoing discussion and that we had a meeting this summer about becoming non-profit. We do meet requirements.

Nita talked about we should decide yes or no before we revisit the language.  We will put it to a vote to the membership.

Kathleen discussed that we could discuss before the vote and Shaine will send an email reminder with summary from Jennifer Zaccardo meeting and that we will be voting.

Home Visiting Committee – Nita talked about group meeting not as regular HV committee but they are meeting regularly.

Hospital has some funding ($5000) to do a training to meet needs of tribal home visiting support. Possibilities are really open.

  •  Rural Health Grant – Money to train volunteer interpreters – Patsy Brown will coordinate this – how to put training together. There are a lot of people doing these services, but don’t necessarily have terminology of maternal child health. Have people decide what they want to do. 

  • Another training for people working with Spanish speakers in Sequim area – Shaine coordinating – likely for January.

  •  Working on bringing Martha Erickson from University of Minnesota to come do a Home Visiting Training in Clallam County. 

  • Not the need for extra meetings because the home visitors are already working together and meeting on a regular basis.

  • Weekly: MSS teams for East End (Hospital, New Family Services, First Step & Health Department, Lower Elwha (Sue Hines)

Family Friendly – Are we going to do awards again in the fall? Group wasn’t sure.

Parent Ed Committee – Where we are in relation to Big Event Committee?

Next Big Event Meeting – Thursday, October 3 at 8:00 a.m. at OMC – intend to develop more of a plan, really figure out what we are doing. What is the purpose? Sit down and figure out what our goal is – Community Norming & prevention issues may be the focus. Will find speakers and are still looking toward next Spring.

Susan Kirsch – Division of Children & Family Services – Region 6 has $9000 to do a training – Bill Cody (Vancouver) and Larry Lanebol (ICW).  Doing one in November?  Susan Kirsch will find out more about it. Native American & Latino. Ida talked that she knew of several training programs and working with young children. 

Keys – Kathleen Dionne – putting together a literacy calendar – contacting each school to find out what sort of Family Involvement Literacy issues they have going on at school. Most have something.  Need to get KEYS in touch with PASD and Gary Cohn.  United Way also involved with literacy – project is getting businesses involved – putting posters in stores especially around Halloween. Ann Brewer is working on poster. The more we know about what is going on, the more we will know where gaps are.

Rock N Roll – County and state budget cuts to Juvenile Services – impacts Rock N Roll. Has mostly been focused of Juvenile Services. Over last year or so, hasn’t gotten off on it’s own from Juvenile Services. Jody’s position will likely be cut and cuts will be even harder July 1. Jody was hoping to reform the group to keep it going. October 12 training for teen court. Teen court likely to disappear. 44 2001 to 27 staff in 2003. 

Ida talked about people from Oregon who came – people/kids expected to go into state system – asked if anything ever came from that – Rock N Roll. Ida talked about potential for funding – maybe being flexible. State is doing budget hearing – asked to prioritize funding for top 3 categories – 1)State employees 2) Unknown   3) Contracted services & Juvenile Services.

Discussion of potential cuts for DSHS – email from Jim Borte. Networks & Family Policy Council all on chopping blocks. All supporters of prevention and youth are on list.

Ida talked about that is where our opportunities are – if state is already spending money and we can do it for less – Jim thinks pressure will get them back.
