Our legislators were unable to attend on such short notice. Thursday (12/12) morning at 10:00 a.m. at PA City Council Chambers, Allison Peake, Patty Murray’s Aide & Patsy Feely (Jim Hargrove’s office) will be there to learn about PW.

Florence & Norma Presentation – Family Policy Council Annual Meeting

Florence – Washington State Family Policy Council (Administrators for Health & Safety Networks). Annual Conference on Brain Research, Toxins, Violence & Effects on Young Children.

Dr. Martin Teicher (Harvard Psychiatrist) via Florence Bucierka

  • Effects of abuse on brain development

  • 70% of children abused different EEG (with abnormalities)

  • 1/3 of children sexually abused developed PTSD

  •  90% of brain developed by age 3

  • Maltreated children often diagnosed with ADHD – even if it’s not correct diagnosis

  • Freud – hysteria based on sexual abuse.

  • 10 fold greater incidence of sexual abuse than child cancer

  • Emotional impact – telling kids they are worthless, wish they’d never been born – has as great an impact as physical and emotional abuse.

  •  Looked at aggressive kids and used experiment – martial arts – were able to focus aggression, vs. ping pong and rugby.

  • Prevent Child Abuse America – Direct Costs $24,384,347.02. Indirect Costs $69,692,535.00

  •  Michigan Child Abuse – 1989 Tx $823 Million, Prevention $43 million

  • Pilot program – Texas – each child an assessment.

  • Services are not particularly in place – giving a list of services needed and why

  • Goes with the child (not as fragmented)

  • Video – Child Abuse and Neglect Can Be Prevented

  • Monitoring violence in videos. Distributing – Sex, Violence, & Videos.

  • Video games not speech protected by 1st Amendment.

  • Assessment of young men – 2 groups – mellow – have them play violent games.

  • Behavior exceeds that of naturally violent control group.

            First Step to Success –

Here is email she sent: 
I have some extremely important information to give that is totally relevant to this topic. I just attended a major conference in Bellevue for Educators of Children with Challenging Behaviors presented by: Sophris West Educational Services and the Washington Council for Children with Behavior Disorders. Hill M. Walker, PhD from University of Oregon (codirector with Jeffrey Sprague of the U of O Institute on Violence and Destructive Behavior) has had a 35-year research career in the areas of school-related behavior disorders, youth violence prevention, and school safety. He spoke on New and Promising Interventions to Divert Children at Risk from Long-Term Destructive Outcomes. He asked us to copy and distribute his packet. He is also going to post some more info on the Website. He and his staff developed the First Step to Success, a program developed specifically for kindergartners, a best-practices early  intervention program (Helping Young Children Overcome Antisocial Behavior). He spoke of the ineffectiveness of many later programs (esp. those where later aged anti-social kids are socializing each other)ability to change the course of childrens' behavior problems, the incredible cost to our society and the effectiveness (in long term follow up and cost effectivesness) of such programs as: a) Olds program, b) Perry Pre-school project, c) Hawaii Healthy Start, etc. which show the Power of Addressing the Risk Factors Early. He also gave examples of how their community business folk supported implementation of First Step to Success and Hawaii Healthy Start. He handed out one article from Educational Leadership called "Where Is School Along the Path to Prison?" He said that Hawkins' and Catalano's follow up at age 18 shows the incredible long term benefits of a 2 year intervention at school entry for those kids that are identified at school entry. Annemieke Golly, PhD ( agolly@darkwing.uoregon.edu ) is co-author of the First Step to Success and trainer/coordinator. I also heard her speak and have her materials. The program has 3 component parts: Screening, CLASS, Home Base. This program totally fits the grant criterion we talked about Cynthia. I was the only one in this large group who'd heard of Olds, Perry Pre-School Project, Hawaill, etc. and when asked how I learned of them I mentioned my MSS job (First Steps MSS/MCM) and Prevention Works. I also told the group of our legislators and the Feds current intents to cut back on such public health prevention programs and how we tried to fund the Olds program. I asked him his opinion of Carolyn Webster-Stratton's work and he apologized for not mentioning it as he thinks she/the ideas are great and they've come to similar conclusions. He thought we were doing great to know and implementing this stuff.

Business Portion

            John Beitzel has resigned from Board. Board decided not to replace him. Will have elections in March.

Have CD with $3750 in it. Checking has $780 approx.

Shaine is primary recipient with $100 per month for maintaining Prevention Works Web Site.

Committee Reports

            Family Friendly– Family Friendly is doing another round of Awards. Already have some nominations even though there hasn’t been advertising.

            Child Care – Group of child care providers will be meeting with Senator Hargrove 12/10. Position paper encouraging additional funding for state subsidies for child care providers. Goal is to get each state legislator – will be make it/break it for NPO and those in service industry. Gov. Locke cut large amount of child care money last year.

            Home Visiting – Summit scheduled for 2/14. Speaker who uses video as tool in working with families – to see themselves interacting with their children.

            Parent Ed - No report

            Membership – Haven’t done a whole lot. Forum is a big draw. Jim & Susan have tried to get out information.

            KEYS – Have Literacy Calendar – if you know of schools with specific projects. It is up on web site. www.preventionworkscc.org/keys  Have been going to literacy meeting with United Way – taking a more global approach.  Get more of a definition of what KEYS is supposed to do under Prevention Works! Norma said this is part of strategic planning.

            Publicity – Working on Prevention Works! Forum. Put together legislative packet. Free for members and he will bring to next meeting. Everything you need to know about reaching legislators.

            Prevention Works! Forum-Meeting tom.  At 9:00 a.m. at OMC. Forum Saturday, May 17. Invited David Hawkins (UW – Risk & Protective Factor Model). Going to have presentations by community members with Clallam County Data. Collaborative Needs Assessment done by that time and a draft of County Prevention Plan. Susan Kirsch really implored involvement – the need to change community norms.

            Rock N Roll - No report

            Strategic Planning – Norma. Meet every Monday morning. Working on taking seriously the charge we gave them to look at bylaws and articles of incorporation. They will have in January for review – bylaws, policy, proposed articles of incorporation.  Revisiting the mission statement. Will have a whole package ready for January Presention. Florence, Connie, Nancy & Norma.

Announcements

            Building Harmony with Our Latino Community – Saturday, January 25, 2003 - Registration information coming out this week. Should be excellent day.

            DCFS Region 6 is sponsoring Tribal/Latino Gathering for Foster Parents – looking toward May, maybe June. – Email Susan Kirsch (you'll find her under Executive Board - Membership Chair) – they are meeting in Forks.  Focusing on children who are in foster care who are Tribal and Latino.

            Florence discussed the Washington State Prevention Conference in Yakima in October – 2 Members did presentations – Cynthia Martin on “Working with Native American Families” and Nita Quan “Home Visiting”. Clallam County Board of Commissioners were awarded Substance Abuse Prevention Award. They are the first board to ever receive this award.

            Cindy Lou Romberg – Believe in the Dream Foundation – Kristen Glenn also involved– awareness that kids in Foster care have a lot of needs. Cindy Lou had been foster parents for 11 years – 437 kids.  With state budget cuts, there is not enough $. Saturday there will be a fundraiser $35. She handed out brochures. They are also asking that folks bring an unwrapped gift as well. Tom Anderson, Police Chief Tom Riepe already have their tickets. Had fashion show in October. Fund Rock and Roll Camp last summer. Sierra Club and Jim Buck have already pledged $3000 for next year's camp. THe Landing has tickets. 

            Elna Kawal – Has $5 tickets for Santa Breakfast in Sequim.

            Norma – Discussed a piece of literature showing WA state Deficit 1.5 billion one day, 2 billion the next, and then 2.6 billion the 3rd day. She is meeting with a group of people in Seattle since May to retain prevention dollars. Children’s Alliance, Children’s Home Society are also involved. Have put together some information for legislators. They are working on a 4 page spread – to print 10,000 for general public – showing a mock-up. How much money prevention programs cost.  Washington State Academy of Pediatrics. Endorsing us. Tip in Seattle – talk to Senator Hargrove, Buck or Kessler – they don’t like word prevention. Conservative Republican – It’s a good thing because it’s putting a lid on future problems.
