Prevention Works! Minutes

Clallam County Prevention Works! Community Coalition Minutes
Olympic Medical Center
September 8, 2003

Those attending were Anna Barrigan (Community Network), Cynthia Martin (Parenting Matters Foundation), Elna Kawal (Sequim School District), Fiona Thom Hert (Northwest Services Council), Florence Bucierka (Clallam County Health & Human Services), Irene Smith (Forks Elementary), Jane Shefler (Community Member), John Vincent (Healthy Families of Clallam County), Karen Meyer (Communities That Care), Nancy Martin (Lutheran Community Services), Nita Quan (First Step Family Support Center), Norma Turner (Community Member), Pam Arnott (Olympic Medical Center – New Family Services), Rachel Anderson (Clallam County Health & Human Services), Sue Renes (Olympic ESD 114), Susan Evich-Gibson (Highland Courte), Susan Hillgren (Family Planning of Clallam County) and by telelink Ida Carroll (West End Outreach).

The meeting was called to order by Cynthia.

Update on Non-Profit Status – Jane reported that the application was put on hold for the summer.  We are beginning to start drafting the language.  Florence, Norma and Jane will be getting together on Wednesday to start looking at the application and assigning parts of it to people.  Anyone else that wants to attend that meeting is welcome.

Treasurer’s Report – Jane reported that liquid assets are $9,300.  We ended up owing the Peninsula Daily News $630 after all.  One question that we may want to consider is that we have approximately $6,500 in liquid funds and whether or not we should put some of that away in a CD or some kind of safe investment.  Current Balance Sheet and Forum Reconciliation were distributed.

Clallam County Community Network – Norma introduced Irene and Anna from the Community Network.  A couple of months ago at the board meeting we decided to look at the possibility of having the Community Network and Prevention Works! integrate into a single entity.  The advantage being: both sides were looking for members and we’re all interested in the same areas, primary prevention around the county.  The Prevention Works! board voted yes to go ahead.  The Network did a poll and according to the email response the Network does want to be involved.  The proposal would be that because the Network only meets every other month that every other month the Prevention Works! meeting would be from  4:00 until 5:30 and then from 5:30 until 7:30 would be the Network meeting.  Everyone would be encouraged to stay for the whole thing and the Network would provide dinner, usually pizza.  The Network will meet on September 29 to discuss working parallel to Prevention Works! for one year.  Jane moved that we work in tandem with the Community Network for one year and then reevaluate, Norma seconded and the motion carried.

Curricula Available – Cynthia distributed a list of all curricula available.  Please let Cynthia know if there are any changes that need to be made.  We now have curriculum that will serve parents of children birth through high school age and we have people who have been trained throughout the county to provide those programs.  Florence reported that Fiona Hert and Sara McPhee did a wonderful job facilitating the 1-day “Parents Who Care” training in Sequim and in Forks, 36 participants total.  The 3-days of intense Nurturing Parenting Programs training had two trainers from out of the county, limited to 20 participants.  Due to funding from the Division of Alcohol and Substance Abuse, the Meth Initiative and the Community Network we were able to purchase quite a few of the Nurturing Parenting Program and the Parents Who Care curriculum in English and Spanish.

Review Year’s Schedule of Meetings – Cynthia distributed a list of possible presentations to look forward to at upcoming meetings.  The theme will be “Pieces of the Prevention Puzzle”.

October 13            Bea Kelleigh, Project Lift-Off from Seattle

November 10         Port Gamble Project

December 8           Schools

January 12              Lower Elwha Project

February 9             Peninsula Partners Project

April 12                  Drug and Teen Court

May 10                  Panel of Prevention Recipients

Community Readiness Survey – Florence reported that the survey went out the latter part of July and August to 600 random Clallam County residents.  The survey is administered by the Minnesota Institute of Public Health asking adults about their perceptions of substance use by youth, availability, and support for prevention.  We are the first county in Washington State that is doing this.  Florence and one of the researchers are going to do a presentation at the Washington State Prevention Summit on Clallam Counties results.  An additional 75 surveys will be filled out by prevention people and compared to the randomly selected community group.  This will be the first time the Institute has compared the prevention community with the overall community.

Washington State Prevention Summit – Florence reported that the summit is in Yakima every year and about 1,000 people attend.  This year the summit will be October 23-25 at the Yakima Convention Center.  The main focus is on substance abuse prevention.  We’ve usually had a number of people that have gone and there is some funding to help supplement people’s expenses.  If you are interested, please contact Florence at 417-2366.

3rd State Meth Conference – Florence reported that this year’s conference will be in Vancouver next week.  Clallam County’s Meth Action Team will be doing a workshop.

2004 Calendar of Prevention and Treatment Training and Awareness Events – Florence reported that DASA is preparing a 2004 calendar and they would like to have photos, sketches of what a typical client is, client testimonials, program staff or program outcomes to have one-page success stories.  Get any information to Florence by the end of September and she will forward them on.

Robert Wood Johnson Foundation Grant – Pam reported that the request for pre-proposal for a $250,000 grant for working with pregnant/post-partum/parenting women for smoking cessation has been accepted.  Wonderful collaboration was done between Pam, Nita, Florence and Rachel.  The grant would give us the opportunity to get trained to do intervention opposed to just assessment and referrals.  Robert Wood Johnson will notify Pam whether Olympic Medical Center is accepted to do a full proposal.

Committee Reports

Parenting Education – Fiona reported the committee needs to meet regarding a summit if that’s going to be something that Prevention Works! wants to continue and talk about all the wonderful things we’ve got going and what may be some of the gaps.

Home Visiting – Pam reported that this year’s summit will be on November 14 and Patti Bland will be the speaker.  The committee would like to meet with Fiona and Cynthia to look at collaboration for funding sources to help make the summit happen.

Strategic Planning – Norma reported that the committee has been on summer break.  The Children’s Alliance sent out information on an Advocacy Conference in Yakima on October 13 or 16.  Norma will get information on that conference to Shaine to post on the website.

KEYS – Elna reported that they started with their focus on literacy by going to the Juan de Fuca Festival, doing reading and handing out books to kids.  With Ann Brewer starting up the literacy group, KEYS has decided to change their focus to try to get more parent involvement within the school district and helping kids in that way for the age group of 5-10.

Announcements

Jane reported that last fall Prevention Works! endorsed a SAMHSA grant application for the Lower Elwha.  She got a letter encouraging her to join their 42 member project advisory committee and community specific work groups.  Guessing that it came to Jane because she signed the endorsement letter.  Jane is declining the opportunity and passing it on to Angie.  Anna also received a letter and has accepted but put hers as a faith-based.

Fiona reported that she talked with Liz Mueller from the Jamestown S’Klallam Tribe about the Jamestown Community Network.  Liz said that they would like to entertain with their board to have Jamestown Community Network and Prevention Works! have the opportunity to share a meeting on an annual basis but it would need to be presented to the board first.

Cynthia reported that the Board had discussed getting John Medina to come back for another meeting and has a call into him.

Florence reported that the first budget hearing for the County is at 6:00 p.m. this Thursday, September 11 in the Board of Commissioners Meeting Room in Port Angeles.  Right now there is a projected deficit of $500,000.  Future scheduled meeting are:

September 17 at the City Hall in Forks

September 18 at Carrie Blake in Sequim

The meeting was adjourned.
